     Lowell was born on 23 December 1901 at Kipling,, Beauregard Parrish,, Louisana. He was the son of William Neal Stracener and Olla Van Brook. He married Mable Alberta Cathryn Unger at Tchula,, Holmes county,, Mississippi, on 18 June 1925. Lowell died on 24 January 1973 at Baton Rouge,, Louisiana, at age 71. His body was interred at Baton Rouge,, Louisiana, at Roselawn cemetery.

His body was interred at Baton Rouge,, Louisiana, at Rose Lawn Cemetery.
     World War II U.S.Army service included headquarters of Army Intelligence at Budapest, Hungary.After discharge from the Army he was employed at Standard Oil Co. in Baton Rouge, He was in his junior year at LSU (majoring in government and economics) when he was killed in a traffic accident.

Worked 4 summers for the U.S.Forestry Service in Idaho Worked for Kennington's Department Store in Jackson, Mississippi until drafted into the U.S.Army during the Korean Conflict. Rose to be an Officer in the artillery. Served as an army aviator in Korea. Awarded the Bronze Star and made an honorary member of Greek U.N. forces. After discharge employed by television Chanel 2 (WBRZ) in Baton Rouge as art director. In 1955 elected self employment as commercial and fine artist. Charter member of Louisisna Watercolor Society, Past President of Louisiana Art and Artist Guild. First prize for Louisiana in Franklin Mints Bicentennial medal design competition. Served 20 years on Board of Directors of Guaranty Federal Savings & Loan Association. Past President of Capital City Kiwanis Club. Past chairman, Municipal Firemen and Policemen's Civil Service Review Board. Ordained decon First Baptist Church of Baton Rouge in 1958, elected trustee in 1993. Teacher of Singles Sunday School Class. Participant, state and national Senior Olympics. Medal winner in basketball, volleyball, table tennis, horseshoes, shuffleboard, high junp, long jump, pole vault. Holds a commercial pilot's license.
